When building or renovating a home in Pakistan, hiring a contractor is often necessary. But what if the very person you trust with your hard-earned money is cheating you? Sadly, contractor fraud is one of the most common issues faced by homeowners across the country.

In this blog, I’ll explore how contractors might cheat you, the warning signs to watch out for, and practical ways to protect yourself from being scammed.

1. Using Substandard Materials

Many contractors quote you a price for high-quality materials but then use low-grade substitutes to increase their profits. For example, instead of using branded cement or steel, they may use local, unbranded alternatives.

Red Flag: The construction quality appears poor despite high costs.

2. Overcharging or Hidden Costs

They may provide an initial low estimate to win your trust but add multiple “unexpected” charges later in the project.

Red Flag: Constant demands for more money mid-project without justification.

3. Deliberate Delays

Delaying the work is a common trick. The longer they keep the project unfinished, the more money they can squeeze from you for “extra labor” or “material price hikes.”

Red Flag: No clear timeline, or excuses like bad weather when others are working nearby.

4. Fake or Misleading Contracts

Some contractors avoid written agreements, or if they do provide one, it’s vague and heavily in their favor.

Red Flag: They resist giving a written contract or refuse to mention penalties for delay.

5. Hiring Inexperienced Labor

To save money, many contractors hire unskilled workers instead of trained masons, electricians, and plumbers.

Red Flag: Poor workmanship, such as crooked walls, leaking pipes, or faulty wiring.

How to Catch a Dishonest Contractor

Insist on a Detailed Written Contract

Include:

  • Start and end dates

  • Total cost and payment schedule

  • Material brand names and specifications

  • Penalty clauses for delays or substandard work

Monitor the Work Daily

Even if you don’t know much about construction, visit the site often. Ask questions, take photos, and keep records of everything.

Verify the Materials

Cross-check the brand and quality of materials. Request purchase receipts and verify them with market prices.

Hire a Third-Party Engineer or Supervisor

If your budget allows, hire a third-party civil engineer to inspect the work. Their technical expertise can expose fraud early.

Check Their Previous Work

Ask for references. Visit their past projects and talk to former clients about their experience.

Legal Steps You Can Take in Pakistan

If you find proof of fraud or breach of agreement:

  • Send a legal notice through a lawyer.

  • File a complaint in the Consumer Court under the Punjab or Sindh Consumer Protection Act.

  • In major fraud cases, lodge an FIR for criminal breach of trust or cheating.
